Important Additions to the Rules Manual
2009
That an Athletes Commission be established. This would comprise one
Delegate from each of the following regions, viz. Africa, Asia, Europe, and North America, with the Chairperson being the Vice President of
TWIF. This Commission would be advisory in nature and would channel the considered opinions of athletes to the TWIF ExCo on matters which they consider important and in need of attention. As far as possible members should be representative of both genders. The ExCo will appoint members on the basis of nominations from member countries.
To amend the rule:
RULE 3. ( Weight Classes )
The following team weights will apply to International Competitions;
Senior Men.
Outdoor. 580K, 640K, 700K.
Indoor. 560K, 600K, 640K, 680K.
Senior Women.
Outdoor and Indoor. 500K, 540K.
Men ( Under 23 ) 600K. Women ( Under 23) 500
Junior. ( Men ) 560K. Junior ( Women ) 480K.
Senior Mixed. ( Four men and four women ) 600K.
On a vote the main proposal passed as amended 12 for 3 abstained
The above weight will apply for World Championships
England expressed wishes to have men’s 560,640,680,& 720 weight classes
Wales expressed concerns over the ladies outdoor weights.
Netherlands suggest for the men’s outdoor 580, 640,680,720
Switzerland suggest that the weights for European championships differ from World or Asian championships because the difference in the size of the people.
Amendment to the proposal from England for European Championships the following weight classes: M560, 640, 680 & 720 and W520, W560.
Other classes will be the same as for World Championships.
To amend the rule:
RULE 6.4 ( Substitution Procedures )
Both the puller to be replaced and the substitute, must report in full pulling outfit (i.e. shirt, shorts. Stockings and footwear ) with both of their accreditation cards available for checking by the official in charge of the match; before being sent to the official designated by the Chief Judge to deal with substitutions.
A small ( bathroom type ) scale must be available at the pulling area, ( in a suitable place, on solid surface, ) to determine the weight difference between the two pullers. The substitute puller must be of equal weight or less than the puller he/she replaces. The total weight of the team cannot be increased by the weight of the substitute, even if the team originally weighed less than the maximum weight for that weight class.
Directly after the change, the Chief Judge or designated official shall cancel the stamp or marking of the replaced puller, and indicate a similar marking on the substitute with an indelible marker. The Chief Judge or the designated official shall note the substitution on the appropriate weight certificate, by adding and deleting the accreditation numbers of the pullers involved with the changes.
RULE 24 ( Powers and Responsibilities of the Judge )
The appointed judge for a match shall have sole control.
He shall be responsible for ensuring :
(1) that the Rules of TWIF are adhered to.
(2) that the rope is laid out ready for competition before the teams arrive in the pulling area.
(3) that, as far as possible, the pre-determined timetable is adhered to.
He has the power to;
(4) grant rest periods as shown in Rule 17.
(5) declare a “No pull”.
(6) Award a maximum of one “ Friendly Caution” in any one pull.
(7) disqualify a team or teams after caution.
(8) Disqualify a team without caution which he deems to be guilty of ungentle man-like conduct, by word or act, which is likely to bring the sport into disrepute.
In the event of the judge in charge giving a caution, which he will indicate by the common signal code, naming the team and adding “first caution” or “last caution”. Any such instructions given by the judge in charge must be clear and brief using the appropriate signals. The judge’s decision shall be final at all times.
Outdoor Boot
That the wording for the outdoor boot and diagram (8.4) be amended to conform with the boot now being used.
Reason:
To make the outdoor boot code consistent with the present day boots. This will also include a diagram of the traditional boots worn for outdoor tug of war.
Age Limit Senior Women
That the age limit for senior women’s category be lowered to 16 years.
Reason
Since U23 was introduced for the Women’s category, consequently girls under the age of 18 could not participate in the full Women’s category because of not enough teams. Belgium request to lower the age-limit again to 16 years in order to offer younger women the opportunity to participate in TWIF-championships.
2010
New Members

· Sierra Leon On a vote was unanimously accepted
· Estonia On a vote was unanimously accepted
· Bangladesh
India questioned the soundness of the application from Bangladesh.
The President informed Congress that their membership would be provisional until more information is received. Once confirmed they will automatically be accepted as full members.
Accreditation Fee
That the accreditation fee for staying outside the package for TWIF Championships be £100.00.
Mr. Ludkin from England stated that the reason for the proposal was to spread the costs over all of the athletes rather than just those who book through the organizers.
Late Bookings
That a 10% surcharge be added to the packages for late bookings.
i.e. within the last three weeks before a Championships.

SUGGESTED WORK PLAN FOR ASSEMBLY OF DUNLOP MAT FOR INDOOR TUG OF WAR
· Acquire rubber matting approved by TWIF, preferably one metre wide, 36 metres in length and 10 mm thick.
· Cut to lengths of two metres.
· Acquire good quality 18mm thick plywood base and cut to lengths of two metres.
· Cut plywood to width of rubber plus approximately 110 mm extra.
· Use strong adhesive to bond rubber to plywood (Evo – Stik 528 instant contact adhesive or similar.) Apply evenly over both surfaces i.e.the plywood and the underside of the mat.
· Roll out rubber to base ensuring that there are no air pockets between the two surfaces.
· Leave approximately 55mm of plywood protruding on each side of the rubber.
· Stack the mats on top of each other.
· Add heavy weights on top of the upper mat to keep in place until adhesive has fully bonded / dried. Allow up to two days for this to occur.
· Use screws of the appropriate length to further secure rubber to base and provide extra support. These should not protrude above the level of the rubber. They should be inserted at approximately 25mm intervals and approximately 12mm back from both ends of the mat.
· Cut plywood side strips to place along each side of the rubber to cover the 55 mm edges on either side.
· It is an advantage to router or indent one side of each side strip to allow it to slightly overlap the adjoining rubber. This will help provide a more secure mat for competition.
· Use wood glue and screws to affix side strips to plywood base.
· Hopefully you now have an excellent competition mat.

Briefly report from the seminar and the congress 2008
TWIF Seminar & Congress was a productive and enjoyable one. It started on Thursday with an all-day ExCo Meeting. Moving onto Friday the Seminar was held, the first part of the Seminar was used to discuss – Why many countries do not attend Championships:
WHY MANY COUNTRIES DO NOT ATTEND CHAMPIONSHIPS
Why do not more countries enter teams at TWIF Championships?
Is it too expensive to travel?
Do these countries need more time / support to develop their teams?
Do these teams feel that they are not good enough to compete at the Championships?
Some countries have entered teams in the past – why do they not return to future Championships?
What can be done to increase the number of participants?
We were fortunate to have a large number of members attending, approximately 55 in total, these were split equally into 4 groups for group discussions. After discussion within their groups a spokesperson from each informed the Seminar of the group findings/ideas/thoughts. The same format was used for the second section of the Seminar, when once again this year the groups discussed – Future Championships:

Discuss the make-up of the Championships -
How many weight classes over the 2 days of Open and 2 days of Closed Championships?
Should there be a limit on weight classes?
Is there enough time in daylight hours (without the use of floodlighting) to complete the competition structure?
The President thanked everyone for their participation, thoughts and ideas, which will be taken away for discussion by the ExCo and hopefully they will put resolutions forward to next years’ Congress.
After a short break, presentations were given by countries delegates, who have already been awarded future Championships. The Netherlands and Scotland also gave presentations, to highlight their bids to hold the World Indoor Championships in 2012. The vote for the event was to be made at Congress the following day.
Saturday – CONGRESS
This was the first Congress with our new President Mr Cathal McKeever MBE in place. The important items apart from the proposals and questions were the ratifications of 2 issues:
Ratification of the ExCo meeting and subsequent recommendation regarding Spain.
A new position of Honorary Life President to be awarded to Mr Co Koren.
On the proposals it was passed for the first time ever, that 4x4 becomes a recognised TWIF weight class. Also weigh-in on Thursday evening for the Closed event was agreed.
On Saturday evening our hosts the Netherlands Federation invited all delegates on a coach trip to admire the tulip fields, in full bloom and colour. This was followed by a very enjoyable meal in a local restaurant, and was very much appreciated by everyone. Our thanks to the Netherlands for a most enjoyable weekend. More.

Tug of War seminar in Asia
TWIF recognizes the need to assist the Asian member Associations in the further development of tug of war.
TWIF organizes a Tug of War Seminar in Kaohsiung, Chinese Taipei for all Asian members associations. The seminar provides a basic courses for coaching (indoor and outdoor) as well as a basic judging course. More.

Tug of war sport honoured by royal visit.
The visit of Her Royal Highness, The Princess Royal, Princess Anne is certainly a great honour to the English Tug of War Association, the organizers of the European Championships 2007 in Minehead, England. More.
Royal medal ceremony for Junior 560 class
The medal ceremony of the Junior 560 class in the TWIF Open Club Competition became a royal ceremony with the visit of Her Royal Highness The Princess Royal, Princess Anne. More.
Application forms TUE requests
Any puller who uses medication for health reasons need to apply for a Therepeutic Use Exemption - TUE. For such applications there are two forms; the most used in the Abbreviated TUE and the normal TUE. More.
End of an era
After a Presidency of more then 25 years, President Koren decided to stand down as President of TWIF. He will continue to assist in the development of TWIF but no longer in the front row. TWIF has not yet decided on a fitting position for Mr. Koren to effectively contribute to the further development of the TWIF. More.
